The legislative dynamics in education in the Assembly of the State of Maranhão

The article addresses the role of the Legislative Assembly of Maranhão (ALEMA) in educational policies formulation between 2003 and 2018. Have been analyzed 481 Bills of Law, Proposed Constitutional Amendments and Provisional Measures aiming to reveal whether deputies fail to exercise their constitutional prerogatives in favor of implementing the governors agenda. The hypothesis is that ALEMA does not exercise its typical function of legislating about education, confirming a quantity, quality and legislative effectivity déficit. The research is from the quantitative-qualitative nature, conducted through a combination of bibliographic survey and documentary research. The force of Executive branch for dominating the decision making process, expressed through the propositive volume, highlights the ALEMA’S weaknesses in organizing its own educational agenda.
