Abstract

Given that conceptions about sustainable forest management (SFM) are shaped by discourses that propose different "world views", we characterise, based on discourse theory, the discourses and narratives present in the drafting process of Resolution No. 507/2024 of the Brazilian National Environmental Council, aimed at regulating the SFM of the Caatinga. The production of the Resolution was marked by discourses and coalitions that propose alternative and, to some extent, contrasting narratives about institutional action related to forest governance and SFM, as well as to the sustainable exploitation of forest resources. The dominance of the administrative simplification discourse reflects an imbalance of power and the consolidation of a “technical-bureaucratic” approach to forest management and SFM. However, it was widely understood that SFM could enable the transition beyond forest extractivism, establishing itself as a forestry policy essential for ensuring the sustainability of the Caatinga.

Marcelo Silva de Lucena, PhD in Forest Science, Postgraduate student, São Paulo State University (Unesp), School of Agriculture, Botucatu, São Paulo, Brazil

Forest Engineer, Graduated from the Federal University of Campina Grande (2014); Master in Forest Sciences, from the Postgraduate Program in Forest Sciences of the Federal University of Campina, area of concentration Ecology and Management of Forest Resources (2017).  PhD in Forest Science from the São Paulo State University "Júlio de Mesquita Filho", Botucatu-SP (2022).

Maria José Brito Zakia, PhD in Environmental Engineering Sciences, Lecturer, São Paulo State University (Unesp), School of Agriculture, Botucatu, São Paulo, Brazil

She holds a degree in Forestry Engineering from the University of São Paulo (1980), a Master's degree in Forest Resources from the University of São Paulo (1986) and a PhD in Environmental Engineering Sciences from the University of São Paulo (1998). She was a Researcher and Consultant at the Institute of Forestry Research and Studies (IPEF) and the Brazilian Society of Silviculture, as well as an Accredited Professor of the Postgraduate Program in Forest Resources at the University of São Paulo from 2001 to 2006. From January 2005 to January 2009, she worked at Votorantim Celulose e Papel (VCP), in the environmental and later socio-environmental relations areas. She is currently a Consultant in the socio-environmental area (Socio-environmental consultancy practice), Advisor to the Institute of Forestry Research and Studies where she coordinated the Working Group to Support Public Forest Policies (GTPP) from 2012 to July 2018. Guest professor in the Professional Master's Degree at the School of Environmental Conservation and Sustainability (ESCAS-IPE). Accredited professor of the Postgraduate course in Forest Resources at FCA/UNESP.
