This article discusses the Payments for Environmental Services (PES) as a policy
tool, departing from the Proambiente pilot experience. The analytical approach
used was to develop theoretical and technical considerations to deal with the
challenges for an effective PES policy. Theoretically, the concept of externality
used for the design of market based scheme should be replaced by public good in
policy based schemes. Technically, challenges ly on the difficulties of reducing
transaction costs and scaling-up local project experiences, such as Proambiente.
