Abstract

The aim of this paper is to present a critical analysis of the distribution of responsibilities between the political actors involved in the actions belonging to the National Plan for Risk Management and Disaster Response in relation to hydrological disasters in Brazil, starting from the devices implemented by National Policy on Protection and Civil Defense, with a focus on some political devices that promote inter-sectoral management to prevent the risk of flooding. We present the actions in each implementation axis, the political actors involved and the relevant legislation so that we can better understand the strategies used by Brazil to face the flood-related disasters. It is considered that the most appropriate methodology for reducing the risk of natural disasters associated with floods is managing disaster risk, since by that means it is possible to prevent or mitigate the societal risks related to health conditions, demographic, geographic, environmental, politico-economic, socio-cultural, educational and infrastructure vulnerabilities. Among the major results of risk management are listed a large reduction of disaster losses - in terms of lives as well as social goods or economic and environmental communities - a contribution to the creation of a culture to prevent the risk in society and the increase the resilience of communities.
