Abstract

The search for food free of chemical contaminants produced from organic and agroecological agriculture has gained more and more space in the consumer market in the whole world. The cultivated area increased from 11 million hectares in 1999 to 50.9 million hectares in 2015, representing a growth of more than 460%. By 2014, the number of organic producers in the world was 2.3 million. Brazil has entered this market more recently and despite having implemented a National Plan in 2013, it faces difficulties to expand the segment. The goal of this work is to identify the evolution of public policies aimed at agroecological an organic food production in Brazil and Rio Grande do Sul. The review intended to show characteristics of the rural credit targeted to the sector. The work was carried out with a bibliographical review and with the consultation of national, international, governmental and private organizations databases. Like bureaucracy, the weak or non-existent technical assistance in the elaboration of ecologically-based projects and the high prices charged to the farmer in exchange for audited certification are factors that, among others, are interfering negatively in the access to credit, making it difficult to use resources available in the state banking system.
