Abstract

Tourism is nowadays a means to preserve local identities and to enhance the value of a given location. The railway village of Paranapiacaba exemplifies the pursuit of development and enhancement of cultural heritage through tourism. Since 1999, the century-old village has sought to recover and preserve the architectural, urbanistic, and environmental heritage listed at federal, state, and municipal levels; such process has included the initiative of the municipality of Santo André and the implementation of plans grounded on tools such as “place marketing”. The present paper critically examines the Heritage Plan (2003), a key document for conducting meaningful actions to meet the aforementioned goals, analyzing its efficacy as the basis for an urban policy that seeks to encourage local development through the recovery of heritage.
