POSSIBLE FUTURES



The bipolarized narratives of the United States and the Soviet Union during the Cold War contested the political system that would govern Planet Earth. On one side, capitalism; on the other, socialism. It's no wonder that this dispute extended to the Moon, because according to this logic of domination, conquering the Moon meant accessing a perspective superior to Earth, which would allow for tracking it from above and from the outside. This represented not only technological but also symbolic domination. The United States erected and won the competition for the Moon in the late 1960s, turning this conquest into a heroic milestone of its hegemonic expansionist power, using all available media to promote its discourse of victory, which also meant its technoscientific and military power over all other nations on the planet.

 

Nowadays, all of this has become more complex with the entry of Asian countries into the Space Race, with China representing the emerging strength of an ancient dragon (China's dream), willing to reinvent the Silk Road on Earth and in Space, competing for strategic positions with the space station, landing the Chang'e probe on the far side of the Moon, and vying for the Lagrange points that are fundamental locations for the domination of ore traffic, communication control, and cis- and trans-lunar trade.

 

This new space age is also being marked by the rise of India and the United Arab Emirates with highly relevant projects, in addition to corporate conglomerates, private agencies, research institutions, governments, and companies that create their own space programs, swelling the ranks of the New Space, and articulating to promote their interests, causing a series of revisions to the rights of space use in international agreements and the "Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies", which was constructed in 1967 by the United States, United Kingdom, and Soviet Union, but in the turn of the 21st century received protagonists not represented in these agreements and which bring divergent demands.

 

The New Space inaugurates a new perspective on "space exploration", as the new actors (and agencies) enter the space sector, bringing their own cultural heritage, with specific strategies and ideologically committed to their own historical-futuristic dreams.

 

It is in this place of high complexity that the debates of astropolitics are located, which, as it incorporates new constellations of social, cultural, educational and decolonial interests, expands the spectrum of its actions and possibilities, challenging the technical and imaginary development about the ways of occupying the space. All of this at a time when the Earth itself is undergoing crucial transformations in all of its environmental, climatic, atmospheric, magnetic structures, and demands actions at a planetary level.

 

These are some relevant points in space history that have been made since before the space race of the 1950s: Who owns outer space? How can we ensure the right of people to participate in space exploration processes (whether technological or human)? How can we generate more justice in the distribution of orbital and planetary locations based on intersectional criteria? How can we promote accessibility to technological and cultural diversity? How can we establish collaborative policies that mitigate terrestrial and extraterrestrial environmental impacts, and that are involved in the production of clean energies that benefit all of humanity and not just the corporate system? How can we conduct space occupations at such a delicate moment for planet Earth, which suffers from radical climate change due to atmospheric pollution, the death of rivers, forests, and biodiversity, so that the abundance of interplanetary resources serves to alleviate the harms produced by the Anthropocene and create resource abundance? How can we ensure that diverse cultures proliferate in space, instead of a single oppressive and centralized narrative of the great world powers? How can we avoid repeating the negative effects of colonization and land mining in Space, while still enjoying its benefits?

 

This open call aims to integrate texts from different fields of knowledge, which are involved in the area of astropolitical debate. It means texts related to the geopolitics of the Earth and its orbital environment, the policies adopted in New Space, which include proposals from governments, corporations, companies and institutional and civic projects for space occupation. But it also means the tendencies, the different strands of thought generated by the space programs, the worldviews of all  people, all the futurisms such as Afrofuturism, Sinofuturism, Russian cosmism and other cosmisms. In addition to analytical and technical texts, we seek to integrate critical, purposeful, fictional and creative texts, feeding with it the construction of a compilation of imaginaries from both, the exact sciences and the human sciences, which have undergone research in the fields of engineering, astronomy, health, architecture, artificial biospheres, community life on Earth or in other celestial stars, in addition to history, geography, art, culture, that is, poetics and politics for POSSIBLE FUTURES.

 

The future will be of all species!!

Fabiane M. Borges (USP) is a Clinical Psychologist, Researcher of Art and Science, created the SACI-E program (Subjectivity Art and Space Sciences) at INPE from 2019 to 2022. She is the organizer of the Intergalactic commune and Technoshamanism Festivals. She is currently a Postoctoral researcher at FFLCH/USP (Diversitas). 

 

Tatiana Garcia Delgado (UFRGS) is Bachelor in International Relations, Specialist in Geopolitics and Defense, and Master's student in International Strategic Studies at UFRGS. She is a researcher associated with the LEDS group, Space Law and Policy of UniSantos, and Aeronautical Law, Space Law and Policy of ITA.

ASTROPOLÍTICA

FUTUROS POSSÍVEIS

As narrativas bipolarizadas dos Estados Unidos e da União Soviética durante a Guerra Fria disputavam o sistema político que iria governar o Planeta Terra. De um lado o capitalismo, de outro o socialismo. Não foi à toa que essa disputa se estendeu para a Lua, pois segundo essa lógica de dominação, conquistar a Lua significava acessar uma perspectiva superior à Terra, que permitiria rastreá-la de cima e de fora. Isso representava não só um domínio tecnológico mas também simbólico. Os Estados Unidos erigiu e conquistou a concorrência pela Lua no final dos anos 1960, transformando essa conquista num marco heróico da sua potência expansionista hegemônica, utilizando todas as mídias disponíveis para promover seu discurso de vitória, o que significava também seu poderio tecnocientífico e militar sobre todas as outras nações do planeta. 

 

Hoje em dia isso tudo se complexificou com a entrada dos países asiáticos na Corrida Espacial, com a China representando a força emergente de um dragão milenar (Chinas' dream), disposta a reinventar a rota da seda na Terra e no Espaço, disputando postos estratégicos com a estação espacial, pousando a sonda Chang-E no lado oculto da Lua e pleiteando os pontos de lagrange que são locais fundamentais para o domínio do tráfego de minério, controle comunicacional e do comercio cis e translunar. 

 

Essa nova era espacial também está sendo marcada pela ascensão da Índia e dos Emirados Árabes com projetos de grande relevância, além dos conglomerados corporativos, agências privadas, instituições de pesquisas, governos e empresas que criam seus próprios programas espaciais, engrossando o caldo do New Space, e articulando-se para promover seus interesses, provocando uma série de reformulações dos Direitos de uso do espaço, nos acordos internacionais e no "Tratado sobre os princípios que regem as atividades dos estados na exploração e utilização do espaço sideral, incluindo a Lua e outros corpos celestes", que em 1967 foi construído pelos Estados Unidos, Reino Unido e União Soviética, mas que na virada do século XXI recebe protagonistas não representados nesses acordos e que trazem demandas divergentes. 

 

O New Space inaugura uma nova perspectiva sobre a "exploração espacial", já que os novos agentes (e agências) adentram o setor espacial, trazendo sua própria herança cultural, com estratégias específicas e ideologicamente comprometidas com seus próprios sonhos histórico-futuristas.

 

É nesse lugar de alta complexidade que se localizam os debates da astropolítica, que conforme incorpora novas constelações de interesses sociais, culturais, educacionais e decoloniais, amplia o espectro de suas ações e possibilidades, desafiando o desenvolvimento técnico e imaginário acerca dos modos de ocupar o espaço. Isso tudo em uma época em que a própria Terra passa por transformações cruciais em todas as suas estruturas ambientais, climáticas, atmosféricas, e assim por diante, e demanda ações em nível planetário.

 

Nesse sentido, retomamos alguns pontos relevantes da história espacial feitos desde antes da corrida espacial dos anos 1950, que são: A quem pertence o espaço exterior? Como garantir o direito dos povos em participar dos processos de ocupação espacial (seja de forma tecnológica ou humana)? Como gerar mais justiça na distribuição de locais orbitais e planetários a partir de critérios interseccionais? Como promover acessibilidade à diversidade tecnológica e cultural? Como instaurar políticas colaborativas que amenizem os impactos ambientais terrestres e extraterrestres, e que estejam implicados na produção de energias limpas que beneficie toda a humanidade e não só o sistema corporativo? Como conduzir as ocupações espaciais em um momento tão delicado para o planeta Terra, que sofre mudanças climáticas radicais devido a intoxicação da atmosfera, a morte dos rios, florestas e biodiversidade, de forma que a abundância de recursos interplanetários sirva para aplacar os males produzidos pelo antropoceno e para criar abundância de recursos? Como garantir que se proliferem culturas diversas no Espaço, ao invés de uma só narrativa opressiva e centralizadora das grandes potências mundiais? Como não repetir os efeitos nocivos da colonização e das minerações terrestres no Espaço, sem deixar de usufruir de suas benesses? 

 

Essa chamada aberta visa integrar textos de diferentes campos do conhecimento, que estejam implicados na área de debate da astropolítica. Isso significa textos que se relacionem com a  geopolítica da terra e seu entorno orbital, as políticas adotadas no New Space, que incluem propostas de governos, corporações, empresas e projetos institucionais e civis para ocupação espacial. Mas significa também as tendências, as diferentes vertentes de pensamento geradas nos programas espaciais, as cosmovisões de cada povo, todos os futurismos como afrofuturismo, sinofuturismo, cosmismo russo e outros cosmismos. Além de textos analíticos e técnicos, buscamos integrar textos críticos, propositivos, ficcionais e criativos, alimentando com isso a construção de uma compilação de imaginários oriundos tanto das ciências exatas como das ciências humanas, que atravessem pesquisas no campo da engenharia, astronomia, saúde, arquitetura, biosferas artificiais, vida comunitária na terra ou em outros astros celestes, além de história, geografia, arte, cultura, ou seja, poéticas e políticas para FUTUROS POSSÍVEIS. 

 

O Futuro será de todas as espécies!!
