Spatial distribution of socio-environmental vulnerability in urban flood-prone areas in the Municipality of Araruama-RJ

Abstract

This study analyses socio-environmental vulnerability in Araruama, a municipality in the Lagos São João Hydrographic Region, in Rio de Janeiro, with a history of hydrometeorological disasters and a high number of homeless people. Based on 2010 Census data integrated with the flood susceptibility zone of the SGB and official and media flood records, thematic maps were developed in a GIS environment and crossed with official and media flood records between 2009 and 2023. Twenty-four affected neighbourhoods were identified. The spatialisation of exposure, combined with social vulnerability, enables the identification of the location of the most affected population. Proximity to water bodies was common among the most critical sectors. Areas of extreme socio-environmental vulnerability are located near a river and exhibit low response capacity. The study highlights the need to adopt monitoring
and forecasting systems and public policies for the adaptation of the most affected neighbourhoods

Júlio Cesar Menezes da Silva, Master's Degree in Biosystems Engineering, PhD candidate, Federal Fluminense University, Niterói, RJ, Brazil

PhD candidate in Biosystems Engineering at the Federal Fluminense University (UFF), with a Master's degree in the same area and a Bachelor's degree in Production Engineering. He has consolidated experience in socio-environmental research and Geographic Information Systems (GIS), with a prominent role in the creation of thematic maps and charts using demographic (IBGE) and risk (CPRM) indicators, applied to environmental planning and management. Currently, he is dedicated to the production of thematic maps and the development of advanced research in spatial analysis within the context of his doctoral studies. He is a member of the Geoenvironmental Research Group (GIGA–CNPq). He has experience in Higher Education (Specialization – UNOPAR), in addition to academic work at UFF in the discipline of Geoprocessing for Environmental Studies. He has worked in tutoring and student support activities, focusing on student retention in the Water Resources and Environmental Engineering course (UFF). He participated in Engineering Without Borders projects and has professional experience in the field of Logistics, with an emphasis on solutions for transshipment and distribution challenges.

Daniel Andrés Rodriguez, PhD in Meteorology, Professor, Alberto Luiz Coimbra Institute for Graduate Studies and Research in Engineering – Coppe, Federal University of Rio de Janeiro, Rio de Janeiro, RJ, Brazil

Holds a degree in Water Resources Engineering with an Environmental focus from the Faculty of Engineering and Water Sciences - National University of the Littoral, Argentina, a Master's degree in Meteorology, and a Doctorate in Meteorology from the National Institute for Space Research. Currently works at the Alberto Luiz Coimbra Institute for Graduate Studies and Research in Engineering, Federal University of Rio de Janeiro. Has experience in Hydrological and Atmospheric Modeling, mainly working on the following topics: Hydrological Models, Regional Atmospheric Models, Surface Models, Surface-Atmosphere Interaction, Hydrology of Large Basins, Land Use and Land Cover Change, and Climate Change.

Cristiane Nunes Francisco, PhD in Geosciences, Professor, Institute of Geosciences, Geoenvironmental Analysis, Federal Fluminense University (UFF), Niterói, RJ, Brazil

I hold a Bachelor's and Licentiate degree in Geography from UFRJ (1988/1991), a Master's degree in Transportation Engineering (with an emphasis on Geoprocessing) from USP (1995), and a PhD in Geosciences from UFF (2004). I completed a postdoctoral fellowship in Remote Sensing at INPE (2011). Currently, I am a full professor at UFF, an institution I joined in 1998. I work in the areas of teaching (undergraduate and graduate), research, and outreach, focusing on the application of Geographic Information Systems and Remote Sensing in environmental studies. The main themes developed include land use and vegetation cover, protected areas, socio-environmental indicators, spatial distribution of rainfall, geo-hydrological disasters, and water availability. Among my teaching activities, I highlight the creation of the Protected Areas Mapping course and the implementation and coordination of the Bachelor's degree program in Environmental Science. In the area of ​​outreach, I highlight my coordination of the SIGCidades project (MEC/Cidades) and, in research, my participation in projects supported by institutions such as Petrobras and CAF. Throughout my academic career, the guidance of more than 150 undergraduate and graduate students has been fundamental, many of whom work in the field of Geotechnologies in public and private institutions.
