Public policy analysis of the Três Picos State Park’s management plan: Case study in the buffer zone, in the district of Campo do Coelho, Nova Friburgo, in Rio de Janeiro State

The buffer zone of the Três Picos State Park in the district of Campo do Coelho, Nova Friburgo, Rio de Janeiro State is an important polo that produces leaf vegetable near the region of the highest biodiversity conservation of the park. Due to its characteristics, it was selected for analysis of the mountain farmers perception and rural leaders on public policy related to the management plan of the park. A critical analysis of secondary data obtained through desk research it was used observation method with systematic recording, and application of semi-structured questionnaire and interview of the staff. For policies related to promoting sustainable rural development, succeed it is necessary that actions towards the family farmers target are promoted based on social dialogue articulated by the conservation unit staff, considering local environment history of the region and the economic return of the activities.
