Linhas gerais para construção de um modelo de avaliação de impacto da inovação aplicável a organizações de pesquisa agropecuária

Resumo

Este artigo está focado em um modelo conceitual de avaliação de impacto, especialmente direcionado a organizações de pesquisa agropecuária. Baseado em revisão de literatura, suas contribuições inovadoras são: I. linhas teóricas para a construção de um modelo de avaliação de impacto como base para um futuro sistema de gestão; II. uma base conceitual para avaliação de impacto de inovação que leva em conta uma perspectiva transversal de sustentabilidade, integrando as dimensões ambiental, social, política e econômica. O artigo apresenta um modelo teórico aplicável a organizações de pesquisa e inovação em sintonia com os Objetivos de Desenvolvimento Sustentável das Nações Unidas, bem como buscando uma lógica sistêmica que atenda aos desafios e demandas das partes interessadas da instituição de pesquisa.

Sávio Barros de Mendonça, PhD in Innovation Impact Assessment, Analyst of Brazilian Agricultural Research Corporation – Embrapa, Brasília, Brazil

PhD on Impact Assessment of Innovation, by a sustainability perspective, University of Montpellier, France (2019). Master on Sustainable Development at University of Brasilia (2000). Specialization on Planing and Assessment for Environment at University of Aberdeen, Scotland (1997). Business Administration at Federal University of Amazonas (1983). Official at Embrapa (since 1990). Has been experience on public management and policies for environment and for sustainable agricultural production, as well as for sustainable development. He was Director of Production Systems and Sustainability at the Ministry of Agriculture, Livestock and Supply (2008-2011); Member of the UNEP-FAO Agrifood-System / Sustainable Consumption and Production Task Force (2010-2014); Secretary of Water Resources of Government of the State of Amazonas (2004-2007); Adviser for Cooperation and Institutional Relations of Government of the State of Amazonas (2003-2004, 2007-2008); General-Coordinator for Environmental Policy Assessment; General-Coordinator for Biodiversity and for Environmental Education, Focal Point and Representative of the Brazilian Government (Ministry of the Environment) at the Conferences of the Parties of the UN to Combat Desertification (1997-1999), and member of the Board of the National Environment Fund , from the Ministry of the Environment (1996-1997).

Anne-Elisabeth Laques, PhD in Geography, Researcher of Institut de Recherche pour le Développement - IRD, Montpellier, France

Graduated in Geography - Université de Pau (1985), master's degree in geography - Université de Toulouse le Mirail / CNES (1986), PhD in Geographie Amenagement - Universite de Toulouse le Mirail /Universidad de Los Andes - Venezuela (1993), professor of geography - Université d'Avignon (2009). She is currently a permanent employee at the Institut de Recherche pour le Développement. She is specialized in landscape analysis, and uses satellite images indifferent scales to define indicators of the landscape, and markers of socio-environmental dynamics. In Brazil,  she coordinated a multidisciplinary knowledge-sharing project to help control the effects of space events on human health (dam, urbanization, deforestation, health policies, etc.). Currently, her research focuses on landscape indicators capable ofassessing the impact of policies public in the field of environmental protection. She is a Senior Researcher on the board of the IRD – Institut de Recherche pour le Développement, France, and is linked to the UMR ESPACE-DEV. She is also coordinator of the Center for Scientific Competencies on Landscape CES/Centre d’Expertise Scientifique: "Paysage".
