Para uma reinterpretação teórica dos desafios socioeconômicos da política climática contemporânea

A criação do Painel Intergovernamental sobre Mudanças Climáticas (IPCC) marca o início de uma era de crescente importância da questão ambiental no âmbito da política energética. Um exame do conjunto de iniciativas dos principais países responsáveis pelas emissões de gases de efeito estufa indica que as tentativas de redução da intensidade em emissões é uma tendência geral nos esforços atuais de mitigação. Tomando as políticas de estímulo à eficiência energética como eixo principal desta via, busca-se oferecer as bases para um novo entendimento ”“ baseado na teoria marxiana do valor ”“ da relação entre ganhos de eficiência e consumo de energia, dando assim um novo enquadramento aos desafios econômicos, sociais e tecnológicos impostos pelas mudanças climáticas.
