THE INFLUENCE OF THE CULTURAL REALITY AS AN ELEMENT OF CONSTITUTIONAL MODIFICATION OF THE BRAZIL-PHILIPPINES PARALLEL

The purpose of this article is to draw a parallel between Brazil and the Philippines in order to understand how cultural and historical aspects are determining factors for the production of constitutional amendments, producing distinct results, despite the adoption of a similar constitutional structure. Likewise, it is intended to investigate how the interpretive functions of the Supreme Courts replace formal changes with faster and less conflicting methods.
