DEMOCRACIA EM CRISE: A CONSTITUIÇÃO E O PAPEL DAS NARRATIVAS HISTÓRICAS POR TRÁS DA EMERGÊNCIA DO AUTORITARISMO CONSTITUCIONAL NA HUNGRIA E NO BRASIL

O presente trabalho tem por objetivo discutir o fenômeno global da involução democrática no século XXI em sua relação com a apropriação de discursos de crise e a instituição de uma nova interpretação acerca dos limites constitucionais para o exercício autoritário do poder, a partir das recentes experiências húngara e brasileira. Partindo-se de uma abordagem histórica da construção do constitucionalismo de transição democrática do final do século XX, o estudo se propõe a verificar as proximidades existentes quanto a forma com que as elites políticas eleitas de ambos países, articulando legitimidade popular e cenários de crise, acumulam poderes e preservam, ao mesmo tempo, a aparência democrática de suas instituições. Assim, a análise se volta à identificação dos padrões de avanço e de legitimação do autoritarismo constitucional na Hungria e no Brasil, revelando a possível e necessária dissociação entre os conceitos de Constituição e Democracia.
