Purpose ”“ This paper proposes an approach based on neo-institutionalism to assist regulations systematization activity.

Findings ”“ The neo-institutionalism, mainly in the form proposed by Dick Ruiter, offers a conceptual framework that can assist in systematizing regulations.
Practical implications ”“ This article proposes an approach to the systematization of regulations that, despite its importance to the simplification of the legal system and to the legal certainty, has not been executed as required by law.
Originality/value ”“ The originality of the proposed approach lies in the combination of concepts and theories from Philosophy of Language, Information Science and Law, as a way to deal with the problem of regulations systematization.
