The housing complexes of the Alliance for Progress as landscapes of Latin American economic dependency

Abstract

This paper aims to analyze housing complexes built with resources from the U.S. program Alliance for Progress, using the category of the landscape of dependency in order to explore the historical and economic aspects that constitute the landscape. These complexes gave rise to neighborhoods that today combine planned and unplanned elements in several capitals of Latin America, indicating that, amidst the political tension of the time, the region was seen as a field for urban planning experiments. The analysis is based on the Marxist Theory of Dependency and urban studies developed by Latin American researchers, as well as documents from national and international archival sources. The article presents the systematization and analysis of data on planned and constructed urban complexes in five countries, focusing on projects such as Vila Aliança in Brazil, Ciudad Kennedy in Colombia, Colonia Kennedy in Costa Rica, Lugano I-II and Ciudad General Belgrano in Argentina, and the John Kennedy Housing Unit in Mexico. It is concluded that the Alliance investments in providing affordable housing and urban improvements are related to the deepening of Latin American economic dependency, and these complexes are a socio-spatial expression of this process.

Author Biography

Aline Cristina Fortunato Cruvinel, Universidade Federal do Rio de Janeiro (UFRJ)

Architect and urban planner graduated from the Faculty of Architecture and Urbanism of the University of São Paulo (FAUUSP), between 2010 and 2016, and from the École Nationale Supérieure d'Architecture de Grenoble (ENSAG), between 2013 and 2014, with the support of the Science Without Borders Program/CAPES. She holds a Master's degree in Urbanism from the Postgraduate Program in Urbanism at the Federal University of Rio de Janeiro (PROURB/UFRJ), developed between 2018 and 2020, with research funded by CAPES and the Bolsa Nota 10 Program of FAPERJ, and she is a specialist in Urban Sociology from the State University of Rio de Janeiro (UERJ). Currently she is a Ph.D. student in Urbanism at PROURB/UFRJ. She conducts research on urban history, Urbanism theories, contemporary cities in the global south, and digital technologies, as well as develops studies on cultural heritage, memory, and the working class in the city of Rio de Janeiro. She is a member of the Laboratory of Urban Analysis and Digital Representation (LAURD/PROURB) and the Group of Studies of Marxist Theory of Dependency (TMD/EFOP).
