Abstract

This study discusses about precarization of social assistance and privatization of public funds: The regulatory measures of the civ- il society organizations endorsed by the neoliberal project, conceals “public interests” conservatives that result on one hand, in the precar- ization of social assistance and privatization of public funds and, on other hand, in the strengthening of the “third sector”, transforming it into a new fetish to confront social inequalities in the Brazilian soci- ety. However, in this perspective in spite of the MROSC expressing a conception of coexistence “harmonic” in this “partnership” relation- ship between the state and the civil society, strengthening the “third sector” this dynamic takes effect with the support of the state itself, in the sense of effacing the social conflicts inherent to the sociability of capital, because both SUAS (first sector) and ONGs (third sector) are at the service of monetary hegemony, being the public fund, a process always in dispute.
