Foster Care Services in Brazil: Challenges and Perspectives from the SUAS Census

Foster care is internationally recognized as the most appropriate measure for the development of vulnerable children and adolescents, when compared to institutional care. This documentary research analyzed the Foster Care Service in Brazil based on data from the 2022 SUAS Census. Thirty questions selected from the census questionnaire were organized in a spreadsheet, segmented into three axes: general characterization of the services, profile of foster and origin families, and development of services. The main results showed that only 6% of children in foster care in the coun- try are in foster families, with a greater concentration in the South and Southeast regions. Among the weaknesses identified, the lack of regulation in 0.9% of the services, the lack of provisional custody terms in 13.6% of the cases analyzed and the overload of the teams in 62.2% of them stand out. This scenario reinforces the need for greater regulation, financial support and professional training in order to enhance the positive effects associated with the foster care policy.
