Abstract

This article presents some reflections on the use of science and
technology indicators in science policy. In doing so, it first points out
some of the main initiatives in the development of science indicators
in a number of selected countries. Then, evidence is presented that the
importance of scientific and technological indicators in
policy-development has not been very pronounced worldwide. Possible explanations for this finding are further explored. Finally, general
considerations are offered in an attempt to bring indicator producers
and policy makers closer to each other.
