Abstract

During the three decades of the Unified Health System (SUS) the work process of Dentistry was based on the ‘traditional model’ of attention focused on disease, and with a curative and biological intervention but a change of performance is still under construction, since this biomedical model has a strong influence in the training of health professionals. However, in the coming years it is necessary to re-adjust the work process of the oral health team in the Family Health Strategy (FHS).This study aims to analyze the perception of oral health team professionals of the Federal District (DF) about the application of collective actions in the work process before and after the beginning of professional practice as FHS. The present study has a cross-sectional descriptive design with aquali-quantitative approach; semi structured questionnaire, interviews and content analysis were used. Two Basic Health Unities (BHU) of each Health Region were selected: those that presented the best and worst indicators of oral health coverage. Dentists and oral health technicians with a longer period of professional practice presented greater resistance to the ‘new model’ than the group that has been in the Secretariat for a shorter period of professional practice. All professionals interviewed reported dedicating themselves to collective activities but for the most part these are still linked to the traditional model.

Possui graduação em Odontologia pela Universidade Federal do Pará (2001), Mestrado em Saúde Coletiva pela Universidade Federal de Minas Gerais (2005) e Doutorado em Saúde Pública - área de Epidemiologia - pela Universidade de Kentucky - USA (2009). Foi Subsecretário de Vigilância à Saúde (2015-2016) e de Gestão Estratégica e Participativa (2015) da Secretaria de Saúde do Distrito Federal, Secretário Adjunto de Ciência e Tecnologia do DF (2017) e Presidente da Fundação de Apoio à Pesquisa do Distrito Federal (2018). Desde 2010, é Professor Adjunto da Faculdade de Ciências de Saúde da Universidade de Brasília (UnB) e professor associado da Sociedade Brasileira de Pesquisa Odontológica, parecerista do Conselho Nacional de Desenvolvimento Científico e Tecnológico, parecerista do Ministério da Saúde, e membro da American Public Health Association. Tem experiência na área de Saúde Coletiva, atuando principalmente nos seguintes temas: epidemiologia, disparidades em saúde, vigilância à saúde, saúde bucal, educação na saúde, saúde indígena, gestão estratégica e participativa
