DEINSTITUCIONALIZATION OR TRANSINSTITUCIONALIZATION:
LESSONS FROM SOME COUNTRIES
Abstract
The brazilian mental health policy project is based on the
policy adopted by other countries in the past. However, these countries
are actually suffering the consequences of several difficulties and
limitations of this community mental health policy, such as: lack of
sufficient and adequate community centers, ideological struggles among
mental health professionals, lack of coordination among the services, lack of preparation of the community to accept the patients, lack of permanent
caring to the patient. The consequences of these difficulties have been the
obstruction of the emmergencies and the psychiatric units of the general
hospitals, overcrowded community centers which do not differ very much
from the psychiatric hospitals, rejection of the patients by the society and
an increase in the number of rehospitalizations. A general discussion of
the brazilian project, based on the lessons from other countries is
proposed.
