Call of papers - Dossier “Land policy in the production and management of the cities in Latin America”

1) Presentation

InSURgência: journal of rights and social movements (ISSN: 2447-6684), linked to the Institute for Research, Rights and Social Movements - IPDMS, aims to disseminate unprecedented theoretical production on "social rights and movements".

With the perspective of boosting the research activity developed with, by and for social movements, mobilizing researchers from all over Brazil and other countries in different thematic areas, IPDMS proposes to create a publication, in the format of an international journal, that promotes theoretical productions that are committed to the construction of critical and liberating knowledge on the subject of rights and social movements, allowing the creative and engaged analisis and interpretation on many issues that affect the Brazilian and Latin American people.

 

2) Dossier “Land policy in the production and management of the cities in Latin America”

The “City and Law” Working Group of the Institute for Research, Rights and Social Movements (IPDMS), invites the academic community, researchers and activists from social movements to send articles to the dossier “Land policy in the production and management of the cities in Latin America”, which will be published in v. 6, n. 2, Jul / Dec. 2020 from InSURgência: magazine of rights and social movements.

To face the contemporary forms of natural resources apropriation in Latin América, is necessary to think about the role of the struggles for the territory and land property. In Brazil, recent changes in the policy of urban land regularization, through provisional measure 759/2016, converted into the Act 13.465/2017, took na intense debate about the recognizement, titularity and security of possessions of urban and land properties. In the cities, these changes were motivated by market interests such as, for example, the institutionalization of the condominiums of lots and by the expansion of possibilities for regularization of high standard properties, including in public areas, in order to regularize land grabbing.

Despite all the discussions about the unconstitutionality of the Act and its motivation linked to the interests of the land market, the new legislative framework also raises numerous questions about the new possibilities for urban land regularization of social interest, due to the simplification and flexibility of this process. Thus, it is essential to evaluate the implications of changes in urban land regularization from Act 13.465 / 2017.

The current government also contributes to impose numerous obstacles to the demands of housing movements, either by intensifying the criminalization of social movements, evidenced in the unfair imprisonment of Preta Ferreira, or by restricting and preventing the application of the social function of property, arising from the Proposal of Amendment to the Constitution (PEC) 80/2019. In the general context of unconstitution of rights, the interfaces between the urban and the recognition of territories of the original and traditional peoples also deserve to be noted.

There is also a field of debates on urban land policy, housing policy, financialization of land and cities that deserve description and criticism from the legal framework, as well as the socio-spatial practices of collective subjects. Finally, it is identified as necessary the evaluation of the land ownership regimes in force in Brazil and Latin America, thinking about the possibilities constructed in a contexto of progressive political experimentations in last decades. It is aimed to propose new proprietary models capable to expand the legal forms of appropriation and legitimate exercise of possession.

Beyound sending academic articles to the dossier, we also want to reinforce the invitation for publication in the following sections of the journal: In defense of research (free articles section); Generating themes (entry section); Political poetics (section of texts and artistic manifestations); Return notebook (text review section).

 

3) Conditions for submission

To send your contribution, just register on the InSURgencia website (https://periodicos.unb.br/index.php/insurgencia/). The contribution must be original and unpublished, and must not be in evaluation for publication by another journal; otherwise, it must be justified in "Comments to the editor".

The submission file must be in editable format (Microsoft Word, OpenOffice or RTF), without any type of authorship identification. It must contain, in 2 languages ”‹”‹(Portuguese, Spanish, French or English, the latter being mandatory as the primary or secondary language): title, abstract, keywords, introduction, development, conclusion and bibliographic references.

The text must be 1.5 spacing; Times New Roman font, size 14 in the title, 12 in the abstract and main text and 10 in the highlighted citations and footnotes; use underlining instead of italics (except URL addresses); figures and tables must be inserted in the text, not at the end of the document in the form of attachments.

The text must follow the style standards and bibliographic requirements described in “Guidelines for Authors”, in the link “About the Journal” that appears on the journal's page.
