.Abstract
This article discusses the decisive role of economic investment
in research, development, and human capital for growth and
competivity, which demands that State acts in a different way. The
importance of other non material investments, such as publicity, is also
shown. It stimulates the response of the consumer to innovation of the
productive sector. However, this policy of the different State is
currently confronting problems of globalization: on the one hand, the
State s integration with the strategic decision-making of large
multinational companies and, on the other, providing a stimulus to the
productive sector and system of national innovations aiming at
consolidation of small and medium enterprises.
