Abstract

This article presents the conflicts of opinion which occurred in the Assembly
among the various categories and groups as to issues such as informatics,
market reserve policies and national and foreign capital. A brief history
of the National Policy for Informatics and of the process of elaboraton of the
new Constitution leads to an analysis of problems — and their reasons — to be
dealt with by national technology in the nineties.
