Public or private?
A discussion of sanitation provision models in major Western OECD economies

This research presents the model options for providing public water services in countries with the largest economies in the OECD, where expansion problems, when they exist, are residual and less serious than in the poorest countries. Based on the dual concept of sanitation as a “right/commodity” presented in the analyzed bibliography, it is asked whether those countries chooses for public, private or hybrid provision. With this, it is expected that the experience of these States will help in the understanding of adequate public policies for the expansion of sanitation in Brazil and in other developing countries. At the same time, the issue of access to clean water as a fundamental right, recognized by the international sphere, is also discussed.
