EXERCISE FOR ASSESSING PUBLIC POLICY IMPACTS ON SOUTH-SOUTH INTERNATIONAL TECHNICAL COOPERATION

Abstract

In this article, Kirkpatrick's "Four Level Model" methodology was used, in three of its four dimensions, in the evaluation of reaction, evaluation of learning, and evaluation of impact, in a final qualitative analysis of the process of unfolding and application of the Policy (PP) of International Cooperation (COOPTEC) South-South of the Ministry of Foreign Affairs (MRE) of the Brazilian Government, evaluating two courses offered through the Brazilian Cooperation Agency (ABC), and executed by Embrapa Studies and Training (EEC), in 2012. It was concluded that, in the context of the Policy Cycle, the evaluation of the impacts of Public Policies requires complex structural analyzes involving different processes, metrics, indices, and well-adjusted indicators, monitoring and continuous improvement in process feedback, as well as political analyzes articulated in a dialectical and dialogical way given the tacit and explicit intentions of the programs, expanding their outputs and outcomes and, consequently, its future impacts.

Fernando Antonio Hello, Embrapa - Empresa Brasileira de Pesquisa Agropecuária

Has degrees in Agricultural Engineering (University of São Paulo, 1981), in Psychology (University of São Paulo, 1986), Specialization in Psychoanalysis (Pontifical Catholic University of São Paulo, 1992), Master in Education (Methodist University of Piracicaba 2004) and PhD in Education (State University of Campinas, 2009).

Lately he is a Researcher in Innovation and Business Policies and Strategies, Innovation Management, Secretariat of Innovation and Business at EMBRAPA - Brazilian Agricultural Research Corporation, where manages national and international projects for capacity building and technology transfer, in partnership with other public and private institutions of education, research and extension, and others government agencies.

Also conducts researches in the area of planning, development, implementing and impact assessment of applied Educational Technologies (ETs) and of Public Policies (PPs) for technology diffusion in Programs, Projects, and Courses in several areas of tropical agriculture, and in Sovereignty, Food Security and Nutrition (SFSN).

In this last area, has been developing a partnership with the Ministry of Science, Technology, Innovations and Communications (MCTIC) where is part of the Advisory Committee and the Steering Committee of the Global Network for Learning, Research and Extension on Nutrition,  Food and Nutrition Sovereignty and Security (NutriSSAN).

He has extensive administrative experience in different organizations, with an emphasis on researches, analysis, management and consulting in the area of Human Resources, focusing in the fields of:

  • Education (Management in Higher Education Institutions of Science and Technology; Research in applied Educational Technologies ”“ ETs - in capacity building programs, national and internationals; Teaching in various levels);
  • Organizational and Work Psychology (Human Resources Management; Recruitment and Selection; Training and Development; Monitoring);
  • Management Development (Management in Analysis and Process Improvement; Implementation of Quality Management Systems, with ISO 9000 certification).

Has exercised the University Teaching in different areas of applied sciences in institutions like UNICAMP, UniFMU, UNIMEP, UniFEOB, SEBRAE, SENAI, and SEST-SENAT.

Recently served as Advisor in Processes Management in the Rectory of State University of Campinas - UNICAMP.
