Responsive regulation of water crises
An analysis based on the performance of the National Water Agency in the Pardo River Crisis

Purpose ”“ This paper identifies responsive regulatory elements in the performance of the National Water Agency in the Pardo River Crisis.
Methodology/approach/design ”“ The Responsive Regulation Theory proposed by Ayres and Braithwaite (1992) is used as the basis to evaluate the performance of the National Water Agency in the Pardo River Crisis.
Findings ”“ The research shows that the performance of the National Water Agency in the Pardo River Crisis followed many principles from the responsive regulation but must be improved to be considered as a responsive performance. Its lacks the incorporation of a method that escalate/descalate statal intervetion from restorative justice to punitive justice and incapacitative justice, in accordance with the response of regulatees.
Practical implications ”“ The result of this work can be used to improve regulation strategies at the National Water Agency of Brazil.
Originality/value ”“ The application of regulation theory in the context of the regulation of water crisis empirically.
