Vulnerability in public health: consequences to health policies

Abstract

The present work briefly describes the historical development of the first public health policies. Taking these policies as first references implications of current social vulnerabilities upon such policies will be critically discussed. Proposals for changes in their formulation and implementation are outlined according to elements of the Capabilities Theory of Amatya Sen and Communicative Action Theory of Jürguen Habermas.
