La sociedad civil internacional y global: ¿unitarias o antinómicas?
Abstract
In this article, the author explicits criterion about concepts of international civil society and global civil society on basis of world changes happened with technological revolutions. She reinforces the opinion about conditioned and legitimized relation between civil society and State, as well as international civil society and “uniones pluriestatales” (unions of different states), in spite of being developed in a transitional period from bipolarism to unipolarism and prospectively from unipolarism to multicentrism, the political will of megaestates becomes decisive in the effort of international civil societies construction, considering some common legitimate elements. Civil society dynamics leave behind legal norms and actions of decisive elements, as those constituted by megacorporations, the ones that lead to transformation. It does not mean that it is diminished the important role of social organizations, ONGs and other progressive spheres; but she insists on the legalization of national states and the hobbesian state, constituted by members of the United Nations Security Council, is conferred by those that have and manipulate financial capital, without considering the democratic legitimacy recognized even by occidental thought. International civil society and global society are not in opposition, but are different levels of generalization the author distinguishes not because of their geographic position, but related to their political-social substances. As well, she reckons international civil society, basis of the “uniones pluriestatales”, can not sort its problems out if it’s not considered the global civil society questions, which deals with significant amount of objectiveness.
