Resumen

O artigo considera que a hipótese da origem política dos problemas econômicos é insuficiente para explicar o fracasso das reformas do governo. Os autores defendem a idéia de um contrato social que garanta a governabilidade e sustente reformas estruturais. A necessidade desse contrato se faz sentir sobretudo na América Latina, dadas a fragilidade da democracia e as desigualdades sociais
