Abstract

The text characterizes the roles of the State in the new context of market
economy. The "financing" is extended in detriment of production. The
technological gap is enlarged including that among
the most developed countries.
The "analytical reversion" unleashed by Thatcher and Reagan left the Stale
in the prisioner's dock. The interventionism is no longer considered a magic
solution and leave its place to policies of systematic privatization, which are
legitimated by the mechanisms of market self-regulation.
However, the relations between State and market in Latin America would not
confirm new-liberal argumentations since the withdrawal of the State
without the support of an adequate social policy, provokes the process of
fragilization of democracy and the dissemination ofprivate violence.
