POPULAR FIGHTS DURING THE JÂNIO QUADROS GOVERNMENT: THE MOVEMENT FOR FIXATION AND URBANIZATION OF “CIDADE LIVRE"

Abstract

In a period characterized by economic retraction and incipient initiative on
social and political levels, several social movements emerged with concrete re-

vindications and circumscribed in the field of what is called “populist democracy”.
The perspective of analysis priviledged for this case study is directed
toward the possibility of the constitution of a channel for political participation,
expression of demands and access to the State by the dominated classes. This
case constitutes a concrete situation in which social contradictions experienced
by the inhabitants of Cidade Livre (Free City) created the conditions for the population’s
organization and mobilization in view of its settlement and urbanization.
This movement achieves social and political dimension as it confronts the
State’s interests and seeks allies which can mediate this relationship and back
up their revindications.
