INDEX OF DEMAND FOR LAND REGULARIZATION: A MONITORING SUPPORT TOOL FOR THE PREVENTION AND CONTROL OF DEFORESTATION IN THE LEGAL AMAZON

The large deforestation polygons in the Legal Amazon constitute a global concern that demands attention and priority action. However, immediate measures also need to be taken throughout the region with a view to the zero-deforestation target proposed for 2030, with land regularization being one of these. This article presents a proposal for a Land Regularization Demand Index (IDRF), as an indicator of pressure for land regularization. Its potential to be a strategic municipal indicator in the assessment of possible relationships between land regularization and socio-environmental variables is discussed, and results are presented for 118 municipalities (40 in the state of Tocantins and 78 in the state of Pará) cited in 23,488 land regularization processes under analysis by INCRA considering the entire Legal Amazon. The analysis of the land situation of each municipality can consider this index in its territorial governance planning, however, observing regional peculiarities such as the occurrence of affects, the total areas of ownership, the evolution of the growth of the anthropic area and the history of land regularization actions in the region. The IDRF proved to be a tool with the potential to contribute to monitoring development in the various micro-regions of the Legal Amazon, as well as analyzing the relationships between land regularization and socio-environmental variables.
