DISABILITY BENEFIT REVIEW PROGRAM (PRBI) AND THE EVALUATION PHASE IN THE PUBLIC POLICY CYCLE

This paper aims to evaluate the Disability Benefits Review Program (PRBI) in its three phases of implementation, specifically with regard to the evaluation stage, based on the ex-ante and ex-post types of public policy cycle, after a high growth in the stock of benefits issued. The methodology used is based on a bibliographic, documentary, descriptive research with collection of secondary data produced by the Ministry of Labor and Social Security, as well as data made available by the Ministry of Economy, Ministry of Transparency and Office of the Comptroller General - CGU, the Federal Audit Court - TCU and the Institute for Applied Economic Research (IPEA). The conclusion is that, despite the benefits ceased and the amounts saved, the flaws present in phase 3 of the program could be remedied with an ex-ante evaluation of phases 1 and 2 of the PRBI before expanding the public policy. Phase 1 and 2 ex-post evaluation could be done in case of any flaw.
