Reorganization of Human Resources management in a Public Health Unit during the COVID-19 pandemic

Abstract

The COVID-19 pandemic implied a reorganization of human resources of the public health care unit and the reunification of the health care centres, whose elements had to work in a unified and coordinated way to overcome this unexpected and complex challenge.

We intend to report the practice developed in a health service to answer to the management of the COVID-19 pandemic. This article describes and analyses the way the Public Health Unit, as the unit responsible for managing the pandemic, with a lack of human, computer, and structural resources, had to reorganize itself quickly and define new action strategies to meet the recommended guidelines.

It was used the descriptive and analytical method, based on storytelling and on a bibliographic review.

It was verified that this team reorganized, similarly to the other units, according to the recommendations described in the bibliography on crisis periods, being inclusively recognized as an example of good practice.

It stood out the resilience, motivation, the overcoming of difficulties, commitment, and the engagement of health care professionals involved in this process. It is also worth referring the team's ability to adapt, reorganize and manage, in order to meet the needs of the whole community, providing the best service, always trying to listen to people and answer their questions and necessities
