Impacts of the COVID-19 pandemic on the management of pharmaceutical assistance

The COVID-19 pandemic requires the public authorities to adopt several measures to preserve the health of the population, demanding the reorganization of several services such as the management of Pharmaceutical Assistance (PA). The objective was to map the risks generated by the pandemic that most impact the management of PA, generating data to guide improvements in the management of the Brazilian service. The risks were identified in the literature, described and classified according to the potential to affect some of the steps of the PA cycle, using objective criteria based on the essential activity of each step. The situational analysis by SWOT matrix was applied in the PA steps that suffered the greatest impact from the mapped risks. Six risks arising from the pandemic scenario were mapped, selection and programming were the most impacted steps. A management structure supported by the strengthening of technical commissions and technological infrastructure, with the use of data for decision-making and predictive actions, are opportunities for improve management in the analyzed context. Recognizing and carrying out PA management planning, reviewing scenarios and redirecting actions in the short and medium term, becomes a strategic and necessary instrument for coping with health emergencies.
