The Program for Improving Access and Quality in Primary Care is an evaluation and permanent monitoring practice that subsidizes municipal management with tools that allow the provision of services according to the needs of the population. The present experience report is inserted in the Certification phase, in the context of the data collection of the 3rd cycle of the PMAQ, held in the second half of 2017 in the state of Espírito Santo. The experience of the application of the instruments of data collection from the institutional visit in loco allowed to identify the need to improve the instruments of data collection in order to overcome the inequality in the daily practices of the health services and to guarantee a wide participation of users in the interviews. The intensity of the experience went far beyond the moment of data collection: developing the listening ability, sharing experiences, brought as learning the need to respect the subjects and the place they occupy in their life dynamics. The experience of data collection from PMAQ allowed us to identify that the provision of quality public health is determined by the mutual commitment-worker, user, manager-actors involved in directing Brazilian public health policy.
