Abstract

The present study aims to verify if the municipalities that participate in health consortia increase the efficiency of the services provided. The sample is formed by 100 municipalities in Minas Gerais State. To calculate a technical efficiency index by municipality was proposed the Data Envelopment Analysis ”“ DEA method, which is a non-parametric method of mathematical programming to measure the efficiency of processes with several resources and products. The TOBIT regression model, which is known as a regression model with a limited dependent variable, was used to verify if there is a difference between the municipalities with or without the efficiency of the services provided. There was no statistical evidence that the municipality´s adherence to the health consortium will imply an increase in efficiency in health service actions.
