Abstract

The objective of this study is to analyze the role of Police Peacekeeping Units (UPP), while new security model that is being developed in the favelas of Rio de Janeiro. According to the State, the UPPs are part of a model of Public Safety, which aims to return to the city its urban sovereignty “lost” to armed groups. For some experts, the UPP has been constituted as a “new authority” political and administrative in these spaces, with the imposition of a new sociocultural paradigm that has constituted as a violation of Human Rights to favelas dwellers.
