The Role of Municipalities in Public Policies Devoted to Rural Territorial Development in Brazil

Abstract

The objective of this study is to analyze the role of the municipality in the Brazilian state and its configuration in the territorial policies. To answer the objective, we used the bibliographical and documentary research. Studies have shown that the creation of territorial policies is more about management process and little is emphasized about conflicts. Participatory spaces were expanded to a territorial logic as the collegiate, but without the juridical institutions, their role is only advisory and representation of social actors. Thus, even if considering the policy on a territorial logic, the implementation of actions is needed to to seek municipalities. One option to integrate the actions would be constitute public consortia, however, differences in power between municipalities and the difficulty of territorial articulation make this mechanism is rarely used.
