Responsiveness and networked governance in mining dam safety regulation in Brazil

Purpose - To apply the theory of responsive regulation through governance networks and to provide new regulatory strategies to be followed by the Brazilian National Mining Agency (NMA), aiming to improve and contribute to the regulation and control of the safety of these enterprises.
Methodology/approach/design - The approach would be to revise the regulations issued by the NMA since 2017 on the safety of mining tailings dams in Brazil, analyzing possible past improvements or proposing new ones, applying the responsive theory of regulation focusing on governance networks.
Findings - Identify more effective and participatory control solutions, assisting in the supervision of NMA and promoting transparency and improved safety control in mining dams in Brazil.
Practical Implications - Application of this theory and regulatory strategy for more effective and transparent control of these dams.
Originality/value - In recent years, two dams have breached in the state of Minas Gerais, causing hundreds of deaths and serious environmental damage. These accidents highlighted the difficulties in the effective application of the National Dam Safety Policy (NDSP) and the low operational capacity of NMA inspection.
