Governando Terras Costeiras em Movimento? Do “Acaparamento de Praias” ao “Recuo Gerenciado” na Califórnia

Resumo

A quem pertencem as praias de areia quando elas diminuem ou até mesmo ameaçam desaparecer? E como governar o “desejo pela costa” quando as condições materiais de habitabilidade humana nas franjas costeiras estão comprometidas? A partir do caso californiano, este artigo explora como as terras litorâneas, constituídas pela colonização e pela estatização como “recursos” disponíveis, transformam-se em local de conflitualidade mutável. Esta não é mais apenas estruturada pela distribuição desigual das oportunidades de acesso e uso, mas também por uma luta que politiza o “tabu” de um abandono até então impensável, de uma retirada a ser organizada devido à elevação do nível do mar e à erosão costeira. Com base em uma pesquisa de campo atenta à “dupla natureza” da praia, indissociavelmente meio vivo e invenção histórica, questiona-se como a transgressão marinha resiste à vontade de controle da engenharia costeira, impotente para conter a elevação do oceano e estabilizar um território em movimento. Em tal contexto de fragilidade da governança das costas, são as condições tanto materiais quanto simbólicas de uma relação com o “inapropriável” que são postas em questão.
