The aim was to analyze the implementation of the National Program of Student Assistance, based on the regulations of the 38 Federal Institutes of Education, Science and Technology and their campi to identify the priority actions. We conducted documentary research (51 documents from all 38 Federal Institutes). For analysis we perform categorical and thematic content analysis. The results indicate the growth of federal resources after the approval of the Program in 2010 and a great diversity of modalities executed in a universal or selective way. We consider that the resources made available do not include universal attendance to students and the approval of the Program makes it possible for the Institutes to regulate them, in accordance with their internal specificities. However, the duality of the program separates the poor from the non-poor and focuses on meeting the social minimums in an individualized way to those who most need it, stirring the internal dispute among students and fragmenting their social struggles.
