Parâmetros teóricos e metodológicos para análise de políticas sociais

Abstract

This text questions the apparent technicism that involves the prescriptions of management and merely administrative nature of the public action (endogenous and linear analysis) and it points out the importance of identifying the theoretical and methodological references of the social sciences that aim different meanings for the concepts related with the public politics ”“ politics, State (in its several forms) and society, as well as the different methods for its analysis. After a panoramic ”” although superficial ”” view of the different present ways of thinking among specialists in this area, this work focuses the dialectic method that provides basis for critical thought about the conceptions concerning public decision and intervention, and for dialogue possibilities with renovating tendencies of the method, compared with its sequential analysis of the “vital” cycle of social politics as a process, that is to say, of its formation and development. The analyst’s role in this complex and non-linear perspective of analysis is to evaluate the role of the political actors, and of the structures and institutions in that cycle and to confront the speech, the program of governmental action and the objective impacts (in the life and work conditions of the beneficiaries) and subjective in the reality seen its totality, that is, the public politics will always be analyzed inside a field of complex and contradictory relationships among social forces present in the society that pass along the State in certain contexts.
