The State Council, among the political institutions of the Brazilian Empire, is one of the most relevant in the process of understanding the conceptual roots of its foreign policy. In this object, the Pimenta Bueno Mission to Paraguay is an important example of how many practices became a regularity during the Brazilian international relation’s history were originated, by analyzing the political debates in a period of tendencies being formulated.
