Cooperação técnica oficial entre Brasil e Alemanha, 1987-2002

Abstract

This text addresses the Brazil-Germany relations in the framework of the international technical cooperation for development between 1987 and 2002. It explores, initially, the concepts of official technical cooperation and capacity development under the context of the Official Development Assistance. Following this discussion, it goes through different approaches of the international technical cooperation according to transformations in the concept of development since the 1950’s. This historical overview permits to comprehend the main aspects of change in the guidelines for the Brazil-Germany technical cooperation since the 1980’s, as well as the implications to the Brazilian development process with social inclusion. Finally, it is highlighted the politicalstrategic dimension of the technical cooperation between the two countries.
