Territorial Development and Social Participation in Public Policies: the case of the Territorial Council of Alto Acre e Capixaba ”“ CTAC

This article discusses the participation of the civil society in the decision-making process of public policies in the Upper Acre and Capixaba region of Brazil from 2008 to 2012, taking as a case study the Council of Territorial Development of the Upper Acre and Capixaba (CTAC), Acre. The study is justified by the need to understand the organizational and institutional contexts in the region, in order to understand the patterns of alliances and internal disputes over in the local government. It also seeks to evidence the level of social participation in the formulation and deliberation of public policies for territorial development across rural and agricultural issues. This study used content analysis and semi-structured interviews, direct observation and documentary research in digital and printed documents offered by the Executive Secretariat of the CTAC.
