Abstract

Its considers the INL agreements with the municipalities destined at maintaining adequate policy structure and it advocates a basic law for libraries defining the Federal, State and local responsability. It establishes the access to information as a human right and coursequently as a public service such as educational and welfare. The public library is considered as a tool for a continuous educational process. It suggests an increase of sholarships for the community candidates, in face of the scarcity of librarians outside the large metropolitan areas. The essay suggests the establishment of the Friends of the Library Societies to promote and so the defense of the user's interests. It concludes calling for the integration of the public and school library services and the development of networks and systems. To diminish the costs of information as way as to facilititate the access to information.
