Políticas públicas de apoio à economia solidária no Brasil

Abstract

The article provides an overview of public policies to support Solidarity Economy Enterprises in Brazil, based on data from national programs and state and local laws. Based
on the information gathered was made an analysis based on a methodological framework proposed for the so-called Impact Investing field. This framework classifies government initiatives in three types: those that provide capital resources directly to enterprises, those that direct resources through public procurement or other mechanisms and those that increase the technical capacity of enterprises to capture and manage resources. The application of this model indicated that there was a lack of supply and directing actions in the analyzed programs, especially for urban enterprises. The analytical framework also identifies six criteria for the evaluation of public policies: Transparency, Targeting, Implementation, Coordination, Commitment and Engagement. Based on these criteria it was identified a need for improvement in the dimensions of: Targeting, Coordination and Commitment. Regarding to local and state policies, a comparative table was drawn up with the main points established by the legislations analyzed, indicating, among other things, the need to find more structured financing mechanisms for the programs, through Solidarity Investment Funds, for example. Finally, the text points to the potential of articulation of the Solidarity Economy with the Impact Investing sector and the Social Enterprises, particularly in issues like investment and market insertion.
