Resumen

Purpose ”“ To find, in light of the principles of regulation proposed by Joseph Stiglitz, how government and market failures contributed to the occurrence of corruption cases in Petrobras.

Methodology/approach/design ”“ This article analyzes corruption scandals in Petrobras based on the information gathered in Operation Car Wash and, based on the principles of regulation established by Joseph Stiglitz, critically verifies how market and government failures contributed to the fraud, collusion and corruption in the state-owned enterprise.

Findings ”“ Market and government failures contributed decisively to the occurrence of corruption in the state-owned enterprise.

Practical implications ”“ The present study can help designing a regulatory framework that effectively discourages the practice of fraud, collusion and corruption in public bids.
