Abstract

This paper discusses online signature gathering, beginning with the current process for qualifying California initiatives. It then describes how online signing of initiative petitions would work, how security and other objections could be addressed, and the pros and cons of adding this method of signature gathering to the initiative process.

Author Biographies

Walter S. Baer

Senior Fellow na Annenberg School for Communication da University of Southern California. Ele ocupou as funções de Vice-Presidente da RAND Corporation e de Professor de Análise Política no programa de pós-graduação da RAND Graduate School. Walter Baer também atuou junto à diretoria da Secretaria de Ciência e Tecnologia do Gabinete do Presidente dos Estados Unidos da América, tendo ocupado funções nos Laboratórios Bell (Bell Telephone Laboratories), no conselho consultivo do UCLA Center for Embedded Network Sensing e no Governor’s Council on Information Technology da Califórnia. Ele possui graduação em física pela Caltech e Ph.D. em física pela Universidade de Wisconsin.

Roy Ulrich

Advogado, professor substituto na Goldman School of Public Policy em Berkeley (Universidade da Califórnia), onde leciona cursos de política tributária e política das comunicações. Roy Ulrich é analista político da organização da sociedade civil Demos, com sede em Nova Iorque, tendo escrito para os editoriais do Los Angeles Times, para o The Nation e para o Huffington Post, com especialidade em consultoria de elaboração de iniciativas legislativas para grupos de defesa do interesse público, atuando como presidente da Associação de Reforma Tributária da Califórnia (California Tax Reform Association), vice-presidente do conselho diretor da entidade California Common Cause e consultor do Centro para o Voto e a Democracia (Center for Voting and Democracy ”“ FairVote).
